What happens if a server doesn't support the entire OKBC knowledge model?

This shall be indicated through the behaviors.   For example, if a KRS does not support facets, the  :facets-supported can be set to false.  Similarly, if updated operations are not supported, the compliance  behavior can be set to :read-only.
