Most of the formalized approaches to problem-solving in AI and robotry have been planners exclusively. They deal with a domain represented by an internal computer model. The complexity and uncertainty inherent in real-world situations and actions are not present. A new basis is needed that allows planning and execution within a decision-making structure.
